Competency, Training, and Induction Awareness Policy
Purpose:
The purpose of this policy and procedure is to define, document and communicate the training and competency objectives and targets for the business and to ensure they have the skills and competencies to work in a manner that is safe and without risks to health.
This will enable all personnel to understand the policy and principles of the OMS and the ways in which their activities impact the achievement of their goals. This procedure applies to all training and competency-based assessment activities, across all operational areas of A2Z Services business.
Scope:
This policy covers all people engaged to undertake tasks at A2Z Services workplaces/locations including workers, independent contractors, work experience students, trainees, apprentices, and volunteers.
Policy:
The Management Team has accountability for ensuring adequate training, education, skills and experience for all employee/workers involved in the OMS and to ensure they have the skills and demonstrated competencies to work in a manner that is safe and without risks to health and safety.
Training is vital to assist workers to perform their work safely and will be provided to cover health and safety issues related to tasks, as well as training in the overall approach to health and safety taken by our organisation.
Employees at all levels of the organisation must understand the policy and principles of the EMS and the ways in which their activities impact the achievement of EMS goals, regulatory and otherwise. All personnel within the organisation will understand the environmental issues associated with the A2Z Services operations. Personnel directly involved with tasks that affect environmental outcomes will be trained and competent to understand their responsibilities and undertake the associated roles.
Delegation may fall onto the Quality Manager (or delegate), the Assurance Teams and relevant Departments form part of the existing skills matrix required to meet other regulatory requirements. Where there is a skills gap, the company will take actions to ensure that resourcing is competent for the delivery of our products and services.
The Management Team will continuously monitor and measure the effectiveness of the training delivered against competency requirements.
The Management Team will determine the entire necessary competency required to ensure the delivery of the products and services for A2Z Services and to ensure the ongoing performance and effectiveness of the OMS.
Workplace Induction Procedure
Responsibilities:
At A2Z Services the PCBU is responsible for ensuring that:
- There is a Workplace Induction Procedure and system in place;
- All workers are trained and familiar with the Workplace Induction Procedure and complete their Workplace Induction as required by the procedure;
- Conduct a review of the Workplace Induction Procedure, and the Workplace Safety Rules as necessary.
The HSR/WHS Manager is responsible for:
- Maintaining and reviewing the Workplace Induction Procedure as required;
- Ensuring all workers complete their Workplace Induction before commencement of work;
- Ensuring all workers are familiar with and understand the Workplace Safety Rules, and have easy access to the Workplace Safety Rules at each workplace;
- Informing and consulting with the PCBU regarding Workplace Inductions;
- Maintaining worker induction records, including the Worker Training, Competency and Induction Register.
Managers/Supervisors are responsible for:
- Informing workers and others about the requirement to participate in and complete a Workplace Induction before commencement of work;
- Ensuring all workers are familiar with and understand the Workplace Safety Rules;
- Making sure all people complete their Workplace Induction.
All workers are responsible for actively participating in and completing the workplace induction and for following reasonable directions in respect of safety procedures.
Procedure:
- Inform the inductee (new worker) that they are required to participate in and complete the induction;
- Provide the inductee with a copy of the Workplace Safety Rules for workplaces they are required to work at;
- A nominated, responsible person will work through the induction, including the Workplace Safety Rules with the inductee, step by step, and provides that all the necessary workplace inspection and information during the induction;
- In consultation with the inductee, the responsible person will complete the Workplace Induction Checklist, as each part of the induction is completed;
- The Workplace Induction Checklist is given to the inductee to sign and provide this signed copy to:
- The inductee (the worker);
- The Human Resources Manager;
- The WHS Manager or HSR;
- Provide additional Workplace Induction if there are any changes to the work workplace that affect the health and safety of workers;
- Provide a refresher of the Workplace Induction if it becomes evident that the worker is unfamiliar with aspects of the induction or if they are determined to be deliberately non-compliant with workplace safety procedures by the appropriate manager;
- Employee/Worker Training, Competency and Induction Register entry is completed for each worker a record kept.
Competency, Training and Awareness Procedure
All workers are responsible for actively participating in and completing training and competency assessments (on-the-job, internal/external courses, formal qualifications, licenses) relevant to the performance of their position while working at A2Z Services.
Employer:
Provision of budget, resources and time allocation to enable workers to undergo training and competency assessment per the requirements of the legislation;
- There is a practical worker training and competency assessment procedure and system in place;
- Review of the Training and Competency Procedure as required.
HSR/WHS Manager:
- Sourcing training and licensing service provision from qualified and suitable training service providers and the coordination of timetabling of training delivery for workers;
- Maintaining and reviewing the Training and Competency Procedure as required;
- Ensuring all workers complete training and competency assessments as needed;
- Informing and consulting with the PCBU/CEO regarding worker training and competency;
- Maintaining records required by legislation relating to worker training and competency, using the Worker Training, Competency and Induction Register for A2Z Services.
Managers/Supervisors:
- Informing workers about the requirement to participate in and completion of training and competency assessment as per the needs of their position;
- Ensuring that all workers complete training and evaluation as being competent to perform their duties within the required timeframe;
- Give adequate allocation of time and resources for workers to complete training as required;
- Assisting with the coordination of the training of their workers with the HSR/WHS Manager.
New Employees:
- Job requirements will be developed for each position within the company. These requirements will be listed within the Roles and Responsibilities Schedule (OR0002). This report will contain the education, training and skills required to fulfil the role;
- Job position advertisements placed by A2Z Services will contain the required education, training and skills required to fulfil the role;
- All candidates for new roles will be hired on their ability to undertake the role. The candidate’s skills and experience will be matched to the position description requirements. It is anticipated that not all candidates will meet every requirement however the candidate must be able to meet the requirements within the probationary period by undertaking further training or education.
Workplace training and assessment Procedure
A2Z Services will:
- Conduct training needs analysis across the organisation;
- Develop formal training needs and competencies for position requirements at all levels, including management and designated first aiders;
- Record all completed training and competency assessments in the Worker Training, Competency and Induction Register as appropriate;
- Determine, assess and record the training and competency needs and levels of workers and contractors;
- Provide formal training and competency assessment plans for new and transferred workers and contractors;
- Use Registered Training Organisations (RTO) and appropriately accredited and approved courses/trainers;
- Ensure training is competency based;
- Utilise the First Aid Worker Register for workers assigned with first aider duties;
- Review effectiveness of training;
- Provide training for languages other than English and other relevant learning barriers;
- Provide managers and supervisors with additional training to ensure that they are aware of their duties and responsibilities under the A2Z Services WHS Manual and the current WHS Legislation.
Provide a refresher of Training or Re-Certification if it becomes evident that a worker is unfamiliar with aspects of their training or if they are determined, via assessment and consultation, to be no longer competent to perform their job tasks by the Employer.
Training will include:
- All health and safety policies and procedures for the organisation;
- Licenses and competencies to perform tasks;
- Specific hazards and risk controls;
- Consultation and communication arrangements;
- Incident reporting and corrective actions;
- Emergency response;
- First aid.
All workers required to undertake remote/isolated work will receive competency-based training for all tasks to be conducted and all relevant emergency response/first aid procedures.
All managers and supervisors will be provided with additional training to ensure that they are aware of their responsibilities under the WHSMS Manual. This training includes legislative responsibilities for managers and supervisors, HSR training plus training in the principles of risk management.
Induction:
- All employees will undertake an induction and orientation or the company processes and procedures. This induction must include training / awareness of the OMS;
- All employees will understand how their role impacts quality objectives for the company;
- A record of the induction and orientation process will be kept.
Training:
- All employees will be assessed for their competency in performing their roles and responsibilities in a safe and efficient manner;
- Where a gap in knowledge or training is identified A2Z Services will register the employee for training and schedule training in the Training Needs Register (OR0008) (This training may be ‘in house’ or formal external training as required);
- Employees undertaking third party training and receiving a certificate of training must retain this certificate as a training record and submit a copy to the Human Resources office This certificate will be attached to the employees’ training / personnel record;
- Prior to the employee being fully ‘signed off’ as competent to undertake a task their supervisor/manager will be responsible for the employee’s safety and work practices;
- All training must be recorded in the Employee Training Record (single course) (OF0008)
Assessment:
- A2Z Services will periodically undertake reviews and evaluations of employee competency and training certifications. Employee evaluations will take into consideration the opportunity for continual improvement of their skills and personal growth;
- If an employee is identified as requiring upgraded training or skill development the employee will have the required corrective action placed in the Training Needs Register (OR0008) and acted on as soon as practicable;
- Internal auditing processes must evaluate the effectiveness of training and competency within the company at least annually.
